Agencies: Health and Human Services Department, Office of the Secretary — By this rule, the U.S. Department of Health and Human Services amends its regulations implementing Title VI of the Civil Rights Act of 1964 (Title VI) to remove provisions that impose or exemplify liability based on disparate impact. These amendments align the Department's regulations with the best reading of Title VI's statutory text, avoid constitutional concerns, reduce compliance costs and uncertainty for recipients, and serve the public interest.
